Argentina became the second Latin American country in the last week to lessen penalties for marijuana possession. The Supreme Court determined it's unconstitutional to prosecute cases involving private pot use.

Argentina mapThe "high" court overruled a lower court that had sent eight marijuana users to jail for possessing joints.

"Each adult is free to make lifestyle decisions without the intervention of the state," the court stated. Supreme Court President Ricardo Lorenzetti added: "Behavior in private is legal, as long as it doesn't constitute clear danger. The state cannot establish morality."

Marijuana use tripled in Argentina from 2004 to 2006. In addition, Argentines snort the most cocaine in all of Latin America.

Last week, Mexico decriminalized the personal use of small amounts marijuana, cocaine, heroin, methamphetamine and LSD.
