What drove Garret Loughner to shoot 20 people, including a congresswoman and a federal judge, at a shopping center in Tucson on Saturday remains unclear. Described as the prototypical loner, Loughner was arrested twice, once for drug paraphernalia in 2007.

On Sept. 7, 2007, police pulled over a white van at Northaire and Orange Wood in Tuscon. The officer smelled marijuana and asked the driver, Bryce Tierney, to step out of the vehicle. The passenger was Loughner. A second backup officer asked him to step out of the vehicle. In response to a question, the officer explained, "The subject then advised me that he had a marijuana pipe in his front left pocket. I removed the pipe and it had residue inside of it. It was approximately three inches and glass. I then read my subject Mr. Loughner his Miranda Rights and asked him if the pipe in his pocket was his. He stated it was. Based on those facts and circumstances, I cited Mr. Loughner for ARS 13-3415, Possession of Drug Paraphernalia, which is a Misdemeanor."

According to Arizona court records, the criminal charge was dismissed after Loughner completed a diversion program.

Lougnner graduated from Mountain View High School in 2007, then attended Northwest Aztec Middle College and Pima Community College, where he was suspended and then quit.

"Sometimes religion was brought up or drugs," recalls a former high school classmate. "He smoked pot. I don't know how regularly."

Another friend says Loughner stopped smoking pot in 2008. "I'm going to lead a more healthy lifestyle, not smoke cigarettes or pot anymore, and I'm going to start working out," Loughner told him.

"He was clean," the friend adds. "I saw him after that continuously. He would not do it... After he quit, he was just off the wall."

Another former high school classmate says Loughner preferred to smoke salvia divinorum instead. "He always had it on him," the friend claims.
