In this video posted by LEAP, Dr. Carel Edwards, the former head of  the European Union's Anti-Drugs Unit, now says, "Prohibition is a complete dead end. You can't keep banning stuff, so you've got to begin to regulate it... We can look at the tobacco model for cannabis. It's a pointer in a way of regulating stuff."
