The Week in CelebStoner News: July 29-Aug. 4

• Illinois became the 20th state to legalize medical marijuana when Gov. Pat Quinn signed a bill that allows for dispensary sales but no home growing on Aug. 1.

• Uruguay's House voted in favor of legislation supported by Pres. Jose Mujica that allows for home growing and sales of marijuana via pharmacies on July 31.

• In Washington, DC, the district's first dispensary, Capitol City Care, opened on July 29.

• One of Justin Bieber's tour buses was pulled over en route to the U.S. in Windsor, Ontario on July 28. Marijuana and paraphernalia were located on the bus, but Bieber was nowhere to be found.

• Two lowlife Northern California pot growers were charged with cultivating more then 1,000 plants and having sex with a 15-year-old runaway who they kept in a metal box when she wasn't trimming the plants on July 31.
