Rhode Island Gov. Lincoln Chafee has a unique suggestion for how marijuana could help his state's infrastructure. "Pot for potholes," he says with tongue in cheek.

"Fix up our roads and bridges, and fix our potholes. We've had a bad winter up here."

Rhode Island is one of the states on the short list for next to legalize marijuana, following Colorado and Washington's lead. "We'll see what comes out of the legislature," he adds.

"The ability to tax and put that revenue to beneficial means, whatever that might be - infrastructure, education - is tempting for governors. Let's take it step by step on full legalization of marijuana, though. We want to see how it's working in Colorado."

Rhode Island decriminalized marijuana in 2013 and is also among the 20 states that have legal medical marijuana.
